I haven't come up w/ a blanket rule for handling when new books are released. Until I do, for consistency (and b/c I don't have a better idea), I'm going to go w/ what Group 5 is doing for the release of Arcane Powers:
If you find that you absolutely must have the build/skill/whatever you find in Arcane Power, I will allow a ONE TIME respec to any powers/feats/etc, but only to replace existing powers/feats/etc with those found *in* Arcane Power.
This respec will occur after you notify me that you wish to have the respec, at the first extended rest after.
This will not count towards your "respec 1 skill/power/feat" per level restriction.
This offer expires when your character reaches 3rd level, which is far enough away that if you don't have Arcane Power by then, too bad.
