Yes, it works on dialup. There's an option to test the drafting system on your PC, to make sure everything works properly, prior to the draft. Check it out if you're unsure.

Yeah, it works fine on dialup...I was using it myself the last time I drafted. But as Drax pointed out, it's best to use their test feature before the draft day to give yourself a chance to iron out any problems.
