Best free one around I know of is PHPbb which is what we use to use. Most of the other good free forums have gone to a pay scheme.

phpbb and yabb (yet another bulletin board) are ones that are generally "good"

OTOH, you need to keep an eye out for the updates, as they're popular enough that buffer and filtering issues keep coming up as exploitable :/

if it's inside the firewall it should be fine, of course

phpBB (free) and vBulletin (not so free) really have been my favorites over the last few years across all the different forums that I visit.

And of course, there is the current software, which is vBulletin by Jelsoft (http://www.vbulletin.com) - not free, but not terribly expensive. $120 for an initial licence, and $30 a year for a renewed support licence. Excellent technical support and very good documentation. Massive user community as well with tons of customizations at http://www.vbulletin.org .
